Huizhou Launches Homebuying Guide for Hong Kong and Macao Residents

What are the procedures for Hong Kong and Macao residents purchasing property in Huizhou? How are currency exchange and fund transfers calculated? Recently, the Huizhou Municipal Bureau of Housing and Urban-Rural Development released the “Huizhou Homebuying Convenience Service Guide for Hong Kong and Macao Residents” (hereinafter referred to as the “Guide”), which compiles a wealth of practical information covering transportation, living environment, dining and entertainment, homebuying policies, required documentation, purchase procedures, currency exchange, and tax standards—making it a truly comprehensive resource.

Written in Cantonese, the Guide guides readers through the entire homebuying process step by step—from city selection and transport options to property viewings, purchase procedures, tax payments, and final settlement—offering a one-stop answer to all the questions Hong Kong and Macao residents may have about buying a home in Huizhou. In the section titled “How to Get to Huizhou”, the Guide provides a clear overview of various travel modes, including high-speed rail, cross-border buses, border-crossing transit, and self-driving. Information such as station names, departure times, routes, travel duration, and fares is neatly presented in easy-to-read tables.

In the “How to Buy a Property” section, the Guide provides comprehensive information on the documentation required for Hong Kong and Macao residents purchasing property in Huizhou, the purchase procedures, options for full payment and bank mortgages, currency exchange and fund transfer operations, as well as applicable taxes and fees including deed tax, maintenance funds, and processing charges. For ease of understanding, the content draws analogies with the homebuying process in Hong Kong. Key points are clearly highlighted, and practical tips are offered at crucial stages. For example, in the documentation section, the Guide makes it clear that a Hong Kong ID card and a Mainland Travel Permit for Hong Kong and Macao Residents (Home Return Permit) are sufficient—no mainland social security or tax records are required. Married applicants need to provide a marriage certificate; marriage documents issued in Hong Kong must be notarized by a China-appointed notary public and then authenticated through the relevant transmission process before they can be used in the mainland. For those who wish to avoid multiple trips to Huizhou to complete the formalities, a notarized power of attorney can be arranged through a Hong Kong lawyer, authorizing someone else—such as a real estate agent—to sign documents and handle the transfer on their behalf. The government service hall also features a dedicated service counter for Hong Kong and Macao residents, with staff on hand to assist with household registration and inquiries.

The Guide also features a QR code for the “Hui’an Jia Hao Fang” mini-program, which can be scanned to browse available properties and book one-on-one consultations—quick and convenient.

Li Weiwei (Vivi), a Hong Kong-based social media influencer with over 40,000 followers across multiple platforms, has long been based in Daya Bay. Shortly after the Guide was released, she shared it to more than 30 WeChat groups she manages. “Many of my followers are from Hong Kong, and quite a few of them have come to know Daya Bay through my videos and are considering visiting or even settling here. They often ask me for advice on property purchases. To be honest, I’ve found it difficult to give accurate answers to many specific questions regarding policies and procedures. This Guide couldn’t have come at a better time—it’s authoritative, thorough, and provides a more reliable foundation for my social media content. I will make good use of it to share accurate and well-grounded information with my Hong Kong and Macao friends about buying homes and settling in Huizhou,” she said.
