Recently, the Ministry of Industry and Information Technology (MIIT) announced the list of selected entities for the “Open Bidding for Key Innovation Tasks in Fine Chemicals” program. The program covers three categories of R&D products: intermediate raw materials, key materials, and critical equipment. It aims to select and recruit a group of entities that possess core proprietary technologies and strong innovation capabilities to conduct centralized R&D, thereby ensuring downstream application demand and enhancing the resilience and security of the fine chemical industry chain and supply chain. Huizhou Renxin New Materials Co., Ltd., based in the Daya Bay Petrochemical Industrial Park in Huizhou, has been named one of the lead teams for the Low Cis Polybutadiene Rubber (LCBR) for Bulk Polymerization ABS project, securing this national-level critical new materials R&D mission. This underscores Huizhou-based enterprises’ formidable innovation capabilities in the petrochemical and new materials sector.
Bulk polymerization ABS is a high-end engineering plastic widely used in household appliances, electronics, and automotive exteriors. Low Cis Polybutadiene Rubber (LCBR) serves as the core modification raw material that enhances the impact resistance of ABS, and has long faced certain technological barriers. Huizhou Renxin New Materials Co., Ltd. is located within the Daya Bay Petrochemical Industrial Park. It is a privately-owned joint-stock enterprise established in 2011, primarily engaged in the R&D, production, and sales of polystyrene polymer new materials. The company was listed on the ChiNext of the Shenzhen Stock Exchange in 2023. Renxin is a nationally recognized High-Tech Enterprise and a “Little Giant” company specializing in niche sectors, having been listed among the Top 500 Manufacturing Enterprises in Guangdong Province for multiple consecutive years, with a strategic focus on the polystyrene new materials sector. The company’s Phase III project, with an annual production capacity of 180,000 tons of polystyrene, was officially put into operation in October 2025, bringing its total capacity to 480,000 tons per year, ranking first in South China and third nationwide. A 128,000-ton-per-year LCBR production line is currently under construction. Upon completion, its products will be able to supply HIPS and ABS resins for self-sufficiency, which is expected to break the constraints of foreign material supply and promote the independent and self-reliant development of high-performance modified plastics.
Having secured the lead role in this national bidding project, the company will build a joint R&D team with industry chain partners and research institutions to tackle key bottlenecks—including continuous production processes—and accelerate technical validation and commercialization. The MIIT will back these selected projects with enhanced financing through its industry-finance platform and will integrate the participants into its national pipeline for high-quality enterprise development.
Renxin New Materials’ successful bid to lead this national-level R&D project is no coincidence—it is backed by Huizhou’s nationally leading full-industry-chain advantages in the petrochemical, energy, and new materials sector. The Daya Bay Petrochemical Industrial Park is one of the seven nationally designated key petrochemical industrial bases in China. After more than two decades of development, the park has achieved an annual production capacity of 22 million tons of crude oil refining and 3.8 million tons of ethylene, ranking among the top in the country in terms of integrated refining and petrochemical scale. It is home to 13 Fortune Global 500 companies, including CNOOC, Shell, ExxonMobil, and Hengli, and has formed competitive industrial chains spanning C2, C3, C4, aromatics, and electronic chemicals.
At present, Huizhou is committed to the cluster-based development of its industries, concentrating its efforts on building a “2+1” modern industrial cluster that includes the petrochemical, energy, and new materials sector, with the goal of establishing a modern industrial system anchored by advanced manufacturing. With the Daya Bay Petrochemical Industrial Park serving as the “main engine”, Huizhou is leveraging the advantage of “integrated on-site raw material supply” to promote coordinated development and collective strength with the Huizhou New Materials Industrial Park and the Huiyang District New Materials Industrial Park, accelerating the construction of a world-class petrochemical industry hub.
