On June 30, 2021, Huizhou Government Affairs Data Administration held a cloud inauguration ceremony for its integrated administrative service that involved a total of 1,087 administrative items. From now on, enterprises and residents can visit the nearest administrative service centers to deal with the government-affair formalities.
Huizhou introduces convenient administrative service
In our visit to the Administrative Service Hall located at the first floor of Resident Center of Huizhou on June 30, we found out that there were two opening “integrated administrative service” windows. At 9am, Mr. Li Chunhui became the first beneficiary to access this service. As a local resident at Huicheng District, Mr. Li planned to set up a domestic enterprise at Boluo County. Upon hearing of the news about integrated administrative service, he decided to try to apply for business registration locally at Huicheng District.
With video link, voice communication and transfer of scanned copies, civil servants from both the municipal and county governments and Mr. Li communicated effectively on matters requiring special attention. The entire formality was concluded in over 10 minutes. A staff member even reminded Mr. Li, “You are only required to pay attention to any incoming parcel, as we will post the business license and other certificate to the address that you have provided to us”.
Mr. Li praised that, “It helps save my time, and I don’t need to visit different government agencies anymore. The Center also has a ready parking lot, which is very convenient to me”.
Integrated administrative service has been listed as a key public welfare program.
In recent years due to the rapid urbanization, there was frequent economic exchange and much increased population mobility among different districts/counties, involving many migrant workers. In the past due to the inconsistency of service standards, there wasn’t such an integrated administrative service and residents had to visit different government agencies to deal with the formalities.
With an effort to solve this bottleneck issue and offer adequate services to local residents, Huizhou Government Affairs Data Administration decided to combine various administrative service platforms into a singular one. Till now, this integrated administrative service has been listed as a key public welfare project of Huizhou.
Integrated Administrative Service Windows are available across the city.
At the cloud inauguration ceremony, a responsible official from Huizhou Government Affairs Data Administration pointed out that, “The new service will help satisfy the rising expectation of the general public”. In the first half of this year, Huizhou Government Affairs Data Administration kicked off its preparation for the new service, including the selection of administrative items, data interface connection, supporting logistics service, working mechanism, staff training among others.
In line with the new integrated administrative service, enterprises or individuals will be able to choose their nearest administrative service center to deal with the administrative formalities that cover application and collection of approved certificates. Administrative service centers at different levels will ensure that all submitted application materials are to be reviewed thoroughly regardless of the application handling sites.
As of now Huizhou has set up 16 integrated administrative service windows at municipal and district-level administrative service halls, and over 50 windows at various government agencies, such as public security, housing provident fund management center and social security bureaus.
Huizhou will further streamline administrative services
According to the responsible official from Huizhou Government Affairs Data Administration, a total of 1,087 administrative items would be made available at the integrated administrative service program, including 733 items at municipal and district/county level service halls and 354 items at public security, taxation, social security, natural resources, housing provident fund, jurisdiction and other functional departments. Enterprises and individuals are free to choose the nearest service point to deal with their application. In addition, Huizhou administrative service hall introduces a no-noontime-break service, and other service centers across the city also extend their service hours during Saturday.
According to another official from Huizhou Government Affairs Data Administration, “We have tried our best to include those items of great importance to local residents onto the selected list”. In the future, Huizhou Government Affairs Data Administration will further review the list, streamline administrative formalities, and promote data sharing among various government agencies. This integrated administrative service will be further promoted in the entire city, thus providing solid support for Huizhou in building a first-class city in China.

Three types of integrated administrative service
Administrative service centers at different levels will ensure that all submitted application materials are to be reviewed thoroughly regardless of the application handling sites. There are three types of this service.
Application materials to be collected at a non-local site and to be processed locally: An applicant can submit the application materials to the nearest service window, whereas the service window will transfer the materials to the local government agency for further examination and approval.
Application materials to be handled at a non-local site and to be approved locally: An applicant submits the application materials to a nearest non-local government agency, and a local government agency will facilitate examination and approval.
Application materials to be accepted and processed at a non-local site: An applicant will submit the application materials to a non-local government agency, whereas the concerned government agency will transfer the materials to a local government agency for further examination and approval.
