On January 24, 2021, the Fourth Session of the 13th Guangdong Provincial People's Congress was held in Guangzhou. The Guangdong government work report reviewed the achievements Guangdong had made during the 13th Five-year Plan period and identified key tasks during the 14th Five-year Plan period.
The name of Huizhou was mentioned four times at the Guangdong government work report, such as transforming Huizhou into the new growth pole at the eastern bank of Pearl River, and the settlement of new railway transit lines, large-scale scientific facilities and other key investment projects in Huizhou.
To cultivate electronic information, petrochemical and other pillar industries
According to the government work report, Guangdong has optimized its modern industrial system, creating 7 industrial clusters, such as electronic information, green petrochemical, smart home appliance and advanced materials, each with an economic scale exceeding one trillion yuan. Many major investment projects, including BASF, Exxon Mobil, CNOOC & Shell Petrochemicals, each with an investment volume reaching 10 billion USD, have been successfully settled in the province.
During the 13th Five-year Plan period, Huizhou successfully cultivated two industrial clusters, namely electronic information, and new materials for petrochemical energy, each with an economic scale exceeding one trillion yuan, and facilitated the growth of life health sector. Huizhou valued highly of the significance of key investment projects in promoting industrial upgrading and high-quality economic growth. The city has made impressive achievements in its transportation infrastructure development and attracted the settlement of many Fortune 500 enterprises, including ExxonMobil, Phase III of CNOOC & Shell Petrochemicals, China National Machinery Industry Corporation (Sinomach), Hengli Group, Amer Group and Wanyou Group.
In the government work report, Guangdong provincial government reiterated the importance of balanced and coordinated regional development. When mentioning the increased efforts to boost the core area development of PRD, the report pointed out that Huizhou should further cultivate electronic information, petrochemical and other pillar industries and transform itself into a new growth pole at the eastern bank of Pearl River. When mentioning the development of modern industries, Huizhou was praised for its hard efforts in developing next-generation electronic information, smart home appliances and high-end equipment manufacturing and accelerating the construction of ExxonMobil, CNOOC & Shell Petrochemicals, China Star Optoelectronics Technology (CSOT) and other key projects.
Scientific and technological innovation
To speed up the construction of two major scientific installation projects of the Chinese Academy of Sciences
Efforts are made to speed up the construction of two major scientific installation projects of the Chinese Academy of Sciences, namely HIAF and CiADS, at the Renping Peninsula of Huizhou. Over 400 construction workers are working around the clock at the construction site, covering an area of 810,000 square meters.
The government work report pointed out that Guangdong should reinforce strategic scientific and technological strength, strengthen basic research, technological research and innovative ecological construction, and optimize the laboratory system, promote the construction of national laboratories, and improve the level of laboratory construction of 10 laboratories in the provinces. Guangdong will also speed up the construction of the phase two of CSNS in Dongguan, neutrino experimental station in Jiangmen and HIAF in Huizhou, so as to build a world-class technology infrastructure cluster.
During the 13th Five-year Plan period, two major scientific installation projects with strategic significance to China were successfully settled in Huizhou. With a total investment of 1.67 billion yuan, HIAF is expected to be operational in 2025; with a total investment of 2.8 billion yuan, CiADS will undergo a 6-year construction. When completed, these two installations will become world-class nuclear physics research center, enabling Guangdong-Hong Kong-Macao Greater Bay Area to become an international innovation center.
Apart from these two scientific installation projects, Huizhou also speeds up the development of Guangdong Provincial Laboratory of Advanced Energy Science and Technology (Dongjiang Laboratory), so as to tackle key bottleneck scientific and technological problems. In mid-January this year the construction plan was approved by an expert panel.
Huizhou as an integral part of GBA
To start the construction for the section between XiaojinkouSubdistrict and Huizhou north for Shenzhen-Huizhou Inter-city Railway and Dongguan-Huizhou Inter-city Railway
The government work report also pinpointed the direction for Huizhou to be integrated into the GBA. For example, Guangzhou, Shenzhen, west bank of Pearl River estuary, Shantou-Chaozhou-Jieyang, Zhanjiang-Maoming were identified as Guangdong’s five major modern metropolitan areas, and efforts would be made to innovate investment operation and management. Several key transportation infrastructure projects, including the extension line of Guangzhou-Qingyuan inter-city railway, Shenzhen-Huizhou inter-city railway, Guangzhou-Dngguan-Shenzhen inter-city railway, the section between XiaojinkouSubdistrict and Huizhou north, were highlighted in the government work report, so as to build a rapid inner-city transportation network within the GBA.
The government work report also mentioned that Guangdong should speed up the construction for high-speed railways and freight railways, such as Guangzhan, Guangshan, Shenjiang, Shenshan and Meilong, Ganshen and Nansha Port Railway. Efforts would also be made to expand the navigation capacity of Dongjiang River and Beijiang River, speed up the construction for Taipingling nuclear power station in Huizhou, accelerate the development of data center, industrial internet, and other next-generation infrastructure, so as to build a 5G city clusters within the PRD region.
It is known that Shenzhen-Shanwei High-speed Railway, which connects Shenzhen, Huizhou and Shenzhen-Shanwei Special Cooperation Zone, has begun construction this year, and two stops will be set up in Huizhou. Huizhou’s丰-shaped transportation network will be flawlessly connected to Shenzhen-Dongguan-Huizhou Highway. In Huizhou’s 14th Fiver-year Plan, several key transportation infrastructure projects are mentioned, including Huizhou North along Ganshen Railway, Huicheng South along Guangzhou-Shanwei Railway and Shenzhen-Huizhou Inter-city Railway.
