In Huizhou, there is a surge in investment and construction of key petrochemical energy and new materials projects, and production at different enterprises and workshops are in full swing, presenting tremendous vitality. Recently, reporter learned from the 2024 Work Conference on Energy Work and Key Construction Projects of Petrochemical Energy and New Materials in Huizhou that from January to November, 2023, a total of 53.78 billion yuan has been invested in 43 key construction projects of petrochemical energy and new materials in Huizhou, equivalent of 116.8% of the annual investment plan, exceeding the annual target, and contributed 41% to the growth of industrial investment in the city. That was an impressive achievement in speeding up project construction.

Contribution of 41% to the growth of industrial investment in Huizhou
On December 29, 2023, what reporter saw at the site of the Guangdong Taipingling Nuclear Power Project of China General Nuclear Corporation was that construction was in full swing, with the Phase I of the project shifted to installation and commissioning. On the same day, the executive meeting of the State Council granted the approval for the construction of Units 3 and 4 in the Phase II of the project, meaning that the acceleration button was pressed once again for construction of the project, speeding up the efforts to help Huizhou build a clean energy industry cluster with multiple complementary energy sources, such as nuclear, solar, and wind storage.
Major projects are the bedrock for stabilizing investment and promoting development. Huizhou, having been fully familiar with the situation, is focusing on industrial project construction to promote high-quality economic development. In the first three quarters of 2023, total industrial investment in Huizhou ranked second in the province. As of November, it has maintained double-digit growth for 40 consecutive months. Among them, construction of key petrochemical energy and new materials projects plays an important role in driving investment growth.
Data shows that in 2023, there were 43 key construction projects for petrochemical energy and new materials in Huizhou, accounting for 17% of the total number of projects in the city. Annual investment plan was 46.05 billion yuan, accounting for 38.8% of the total planned investment in the city’s projects. From January to November, a total amount of 53.78 billion yuan was invested, achieving 116.8% of the annual investment plan, 13 percentage points higher than the total investment progress of key projects in the city, and contributing 41% to the city’s industrial investment.
Impressive data is reflected in every project construction: Hengli Petrochemical PTA, with a total investment of 15 billion yuan, reaching full production; efficient progress of projects such as ExxonMobil Ethylene Phase I with a total investment of 33.8 billion yuan and Taipingling Nuclear Power Phase I with a total investment of 41.5 billion yuan; the start of construction of the Phase III of the CNOOC Shell ethylene project with a total investment of 52.1 billion yuan; submission for approval of the land use for the Zhongdong pumping and storage project, and rapid progress for comprehensive energy station, National Energy Phase II, Huadian Dongjiang, Datang Boluo and other backbone power projects; the completion of mechanical works for the Huizhou-Haifeng trunk line and Huizhou LNG receiving station’s export pipelines.
A batch of key petrochemical energy and new material projects in our city have achieved construction as planned, moving ahead of schedule, safe and with zero accident. The speed of submitting for project approval has achieved a “China speed”, “Guangdong speed”, and “Huizhou speed”.
The remarkable achievements can hardly become a reality if not for a series of combined policy measures. The relevant person in charge of the Huizhou Municipal Energy and Key Projects Bureau said that, in 2023, adhering to the project-centered principle, Huizhou fully leveraged the managing mechanism of the Municipal Energy Major Project Construction Special Command, the scheme of “weekly adjustment, semi-monthly study, monthly analysis, and quarterly summary” was adopted and project assistants were assigned to provide full-process services, achieving supply of resources keeping up with projects’ progress, and promoting the acceleration of petrochemical energy new material project construction. Over the past year, the special command has held more than 90 meetings to coordinate various matters such as project land use, forest use, energy assessment, environmental impact assessment, stability assessment, land acquisition, investment, providing strong support for accelerating project construction.

The investment plan for petrochemical energy new materials projects reaches 46.06 billion yuan
Currently, Huizhou has entered a period of strategic opportunities of striving to create new growth poles for high-quality development and happier domestic first-class cities in Guangdong. Entering 2024, only by vigorously launching large-scale projects can we further enhance the sustainability, support, follow-up driving forces, and competitiveness of our city’s high-quality economic development. The construction of key projects for petrochemical energy and new materials remains crucial.
According to the relevant person in charge of the Municipal Energy and Key Projects Bureau, after preliminary sorting through current data, there will be 323 key construction projects in the city in 2024. Among them, 47 petrochemical energy new materials projects are to be listed as key projects in the city, accounting for 14% of all projects. The annual investment plan reaches 46.06 billion yuan, accounting for about 40% of the total planned investment in the city, which is consistent with that in 2023.
Among them, if classified by industry, there are 18 energy projects with an annual investment plan of 19.2 billion yuan, a year-on-year decrease of 15.8%. With an annual investment plan of 23.03 billion yuan, 12 petrochemical projects will bring a year-on-year increase of 15.8%. A year-on-year increase of 13.3% comes from 17 new material projects, with an annual investment plan of 3.83 billion yuan.
At the same time, Huizhou spares no effort in the new energy storage supply chain competition, continuously strengthening, improving and extending the supply chain, and driving Huizhou into the first tier in the country. Consequently, new constructions for new energy storage industrial projects have been nonstop.
It is reported that there are 116 new energy storage projects in the city, with the expected production capacity of 1570.55MW/3284.74MWh and an investment of 8.305 billion yuan. As of now, construction for 43 projects has been completed with capacity of 98.16MW/159.76MWh and an investment of 505 million yuan; and there are another 39 ongoing projects with capacity of 271.63MW/402.95MWh and an investment of 1.858 billion yuan. There are also 34 proposed and reserved projects, with capacity of 1200.76MW/2722.03MWh and an investment of 5.943 billion yuan.
The relevant person in charge of the Municipal Energy and Key Projects Bureau stated that, in 2024, the bureau will further urge all projects to scientifically arrange project construction and investment plans. In accordance with the requirements of "focusing on the early stage of new construction, progress of ongoing construction, and going into production timely for completed construction", projects should refine work steps, closely monitor construction steps, strengthen implementation construction plans, and ensure safe construction by strictly conforming to safety red lines. Each county (district) shall promptly sort out and report existing problems in project construction, and speed up project approval process by adopting multiple process and concurrent approval steps thus to expedite approval work, and shorten approval processing time.
