In 2021, under the strong leadership of the Central Party Committee and the provincial government, the Huizhou Municipal Party Committee and the municipal government, guided by President Xi Jinping's thought on socialism with Chinese characteristics for a new era, have focused on the "1+1+9" work plan of the provincial party committee, proactively seized the major strategic opportunities to construct the "twin zones" (the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Area) and two cooperation zones (Hengqin and Qianhai). Adhering to the general keynote of pursuing progress while maintaining stability, we have coordinated the prevention work and control of the epidemic and promoted economic and social development through scientific integration and planning, as well as effectively tackled various challenges. With the steady economic recovery throughout the year, Huizhou has ensured a stable economic performance with a growth momentum, achieving a good start for the 14th Five-Year Plan.
I. General Statistics
In 2021, the permanent population reached 6.066 million, with the urbanisation rate of 72.90%; the registered residents also reached 4.0591 million, among which 2.2398 million were urban residents and 1.7293 million were rural. The year-round birth rate was 9.40‰, with the death rate of 3.16‰ and the natural growth rate of 6.24‰.
According to the total accounting results of Guangdong Province, Huizhou's GRP in 2021 reached 497.736 billion yuan (a preliminary accounting figure), increasing by 10.1%. Among all the industries, the value-added output of the primary industries was 23.254 billion yuan, increasing by 10.2%; the value-added output of the secondary industries was 265.276 billion yuan, increasing by 14.4%; and the value-added output of the tertiary industries was 209.206 billion yuan, increasing by 5.3%. The total restructuring ratio of the three-tiered industries turned out to be 4.7:53.3:42.0. The per capita GRP hits 82,113 yuan (USD 12,728 at the average annual exchange rate), increasing by 9.3%.

Throughout the year, the local general fiscal budgeted revenue reached 45.536 billion yuan, increasing by 10.5%, among which tax revenue was 33.5 billion yuan, with an increase of 12.6%. Local general fiscal budgeted spending reached 66.331 billion yuan, increasing by 4.1%. Among all types of spending, education expenditure was 13.757 billion yuan, increasing by 6.6%; social security and employment expenditure was 8.127 billion yuan, increasing by 7.9%; health care expenditure was 6.294 billion yuan, falling by 4.3%; energy conservation and environmental protection expenditure was 1.370 billion yuan, falling by 24.9%; urban and rural community expenditure was 7.038 billion yuan, increasing by 19.6%; agriculture, forestry and water expenditure was 4.942 billion yuan, increasing by 5.1%; transportation expenditure was 1.726 billion yuan, falling by 21.4%.

The consumer price index (CPI) rose by 1.5% year-on-year, while consumer goods prices rose by 1.3% year-on-year. From the composition of eight major categories, food, tobacco and alcohol fell by 0.4%; clothing grew by 0.8%; residential housing rose by 1.6%; household goods and services rose by 1.0%; transportation and communications rose by 5.4%; health care rose by 2.4%; education, culture and entertainment rose by 1.6%; while other goods and services rose by 1.7%. The Industrial Producer Price Index (PPI) rose by 7.1% year-on-year.

Throughout the year, 76,236 people were newly employed in urban areas; 19,030 laid-off workers were re-employed; transferred rural labours totalled 7,156 people and 3,105 people with employment difficulties were re-employed. By the end of the year, the registered urban unemployment rate was 2.34%.
ll. Agriculture
The year-round grain sowing area reached 1,681,300 mu, decreasing by 0.6 %; the total grain output was 609,100 tons, with an increase of 0.8%; the total vegetable production was 3,398,600 tons, increasing by 3.9%; and the total fruit production was 961,000 tons, with an increase of 2.9%.
The year-round meat production went up 22.5% and reached 183,900 tons. Specifically, pork production was 105,600 tons, with an increase of 43.9%; and poultry meat production was 74,800 tons, increasing by 2.3%. The year-round output of aquatic products was 192,100 tons, increasing by 22.2%. Among them, the output of seawater products was 68,400 tons, increasing by 1.1%; and the output of freshwater products was 123,700 tons, increasing by 38.2%.

III. Industries
The year-round value-added output of all industries increased by 13.3% over the previous year. There were 3,114 industrial enterprises above designated scale throughout the year; the value-added industrial output above designated scale increased by 14.1%. By the industry, the electronics industries grew by 13.9%; the petrochemical, energy and new materials industries grew by 11.9%; and the life and health manufacturing industries grew by 8.2%. The sales output of industrial enterprises above designated scale increased by 25.1%, including 29.3% growth in domestic sales output; and the output of export delivery increased by 14.8%. The ratio of import and export sales was 73.6:26.4. The value-added output of advanced manufacturing and high-tech manufacturing industries respectively accounted for 64.1% and 43.8% of that of all industries above designated scale.

The overall value-added industrial output above designated scale rose by 14.1%, among which state-owned enterprises grew by 7.1%; private enterprises grew by 20%; foreign-funded, Hong Kong, Macao and Taiwan-invested enterprises increased by 11.1%; collective enterprises rose by 4.8% and private sectors grew by 20.4%. Classified by light and heavy industries, light industries rose by 14.9% and heavy industries increased by 13.9%. By the enterprise size, large-scale enterprises rose by 12.7%; medium-sized enterprises grew by 17.3%; and small and micro enterprises increased by 14.6%.
The value-added output of high-tech manufacturing industries increased by 15.4% over the previous year, accounting for 43.8% of the value-added industrial output above designated scale, with the proportion remained the same as the last year. To be specific, the pharmaceutical manufacturing sector edged up 2.4%; the electronics and communications equipment manufacturing sectors rose by 15.7%; the computer and office equipment manufacturing sectors grew by 11.8%; the aviation, spacecraft and relevant equipment manufacturing sectors rose by 8.2%; and the medical instruments and apparatus manufacturing sectors increased by 12%.
The value-added output of advanced manufacturing industries increased by 14.6% over the previous year, accounting for 64.1% of the overall value-added industrial output, with the proportion decreasing by 0.1 percentage points over the previous year. Specifically, the high-end electronic information manufacturing industries rose by 15.1%; the advanced equipment manufacturing industries rose by 22.4%; the petrochemical industries grew by 8.6%; the advanced light textile manufacturing industries grew by 11.8%; the new materials manufacturing industries increased by 23.8%; and the biomedical and high-performance medical equipment industries edged up 0.2%.
The value-added output of the equipment manufacturing industries increased by 15.2% over the previous year, accounting for 49.5% of the overall value-added industrial output, with a proportion of 0.8 percentage points lower than the previous year.
The value-added output of traditionally advantageous industries increased by 9.7% over the previous year, accounting for 12.9% of the overall value-added industrial output, with a proportion of 0.5 percentage points lower than the last year.
Industrial enterprises above designated scale achieved a total year-round profit of 42.081 billion yuan, increasing by 38.5% over the previous year. The loss of enterprises was 20.1%. The ratio of profits to cost was 4.6%, edging up 0.5 percentage points over the previous year; the product sales ratio was 96.6%, decreasing by 0.7 percentage points. The labour productivity totalled 220,900 yuan per person per year, with an increase of 19% over the previous year. The cost for operating revenue per hundred yuan throughout the year was 87.36 yuan, with a decrease of 0.14 yuan over the previous year.


IV. Service industries
For the year as a whole, the value-added output of the wholesale and retail sectors increased by 11.7% over the previous year; the value-added output of the accommodation and catering industries rose by 8.4%; the value-added output of the financial industries grew by 4.9%; and that of the real estate industries dropped by 3.4%. The value-added output of the modern service sectors reached 133.703 billion yuan, with an increase of 3.0%.
Throughout the year, the service-sector enterprises above designated scale gained an operating revenue of 48.933 billion yuan, with an increase of 7.2%; the total profit reached 6.954 billion yuan, edging up 0.4%. Seen by sector, transportation, storage and postal service sectors increased by 5.7%; information transmission, software and IT service sectors rose by 9.3%; real estate sectors (excluding real estate development and operation) fell by 12.4%; leasing and business service sectors grew by 18.8%; scientific research and technology service sectors rose by 6.6%; water conservancy, environment and public utilities management sectors fell by 7.6%; residential services, repairing and other service sectors increased by 1.5%, the education sector increased by 16.7%; sanitation and social work sectors grew by 23.3%; and culture, sports and entertainment sectors rose by 24.0%.

The year-round transportation, storage and postal services sectors achieved a value-added output of 8.872 billion yuan, with an increase of 22.7%. The road passenger turnover was 893.11 million passenger-kilometres, falling by 10.6%; the road cargo turnover was 8951.84 million ton-kilometres, rising by 48.6%; the waterway passenger turnover of 1.5497 million passenger-kilometres, which is the same as the previous year; and the waterway cargo turnover was 31.98497 billion ton-kilometres, increasing by 1.4%. The citywide port cargo handling capacity reached 96.44 million tons, edging up 0.1%.

By the end of the year, mileage open to traffic had reached 13,516 kilometres, among which 860 kilometres were highways, increasing by 0.8% over the end of the previous year. The number of citywide civilian car ownership units was 1,568,300, with an increase of 10.6% over the end of the previous year, among which 1,369,400 were private cars, increasing by 10.0%. The number of civilian cars was 966,000, increasing by 9.3%, among which 889,700 were private cars, with an increase of 9.6%.
The total business amount of completed postal and telecommunications services was 13.884 billion yuan, rising by 30.8% over the previous year, among which the total amount of postal services (calculated by the constant prices in 2020) was 4.774 billion yuan, with an increase of 26.6%; the total amount of telecommunications services (calculated at the constant prices in 2020) was 9.109 billion yuan, with an increase of 33.1%. By the end of the year, the total number of telephone users was 7.923 million, among which 1.079 million were fixed-line telephone users, edging up 0.9%; 7.177 million were mobile telephone users, with an increase of 4.7%. There have been 4.886 million 4G subscribers by the end of the year. And the number of (fixed) internet broadband users reached 2.552 million by the end of the year, increasing by 8.4%.
V. Fixed asset investment and real estate development
The year-round fixed asset investment increased by 21.8% over the previous year. By the main body of investment, internal economic investment rose by 22.4%; external economic investment grew by 16.7%; private investment went up 30.3%, accounting for 61.6% out of the total fixed asset investment.
Among the investment in fixed assets, investment in the primary industries rose by 49.2%; investment in the secondary industries grew by 50.5%; and investment in the tertiary industries increased by 11.2%. Industrial investment saw a surge of 50.5%, accounting for 33.1% of fixed asset investment, including the growth of 44.6% in the electronic information sectors, 68.5% growth in the advanced manufacturing sectors and 48.3% growth in the high-tech manufacturing sectors. Investment in infrastructure grew by 12.6%, accounting for 22.9% of investment in fixed assets, including the surge of 490.9% in gas production and supply sectors, and 40.5% growth in water conservancy, environment and public utilities management sectors.


Throughout the year, the investment in real estate development was 132.332 billion yuan, increasing by 5.6%. The construction area of commercial housing was 92.9155 million square metres, falling by 6.6%; and the completed area of commercial buildings was 7.6733 million square metres, rising by 20.3%. The sales area of commercial buildings was 16.1996 million square metres, falling by 11.9%; and the sales price of commercial buildings was 193.248 billion yuan, decreasing by 9.1%.

VI. Domestic trading
The total retail sales of consumer goods for the year recorded 197.892 billion yuan, with an increase of 13.3%. Geographically, retail sales of consumer goods in urban areas amounted to 158.511 billion yuan, rising by 14.4%; retail sales of consumer goods in rural areas recorded 39.381 billion yuan, rising by 9.3%. In terms of consumption patterns, retail sales of goods reached 181.877 billion yuan, with an increase of 11.6%; and the revenue of the catering sector amounted to 16.015 billion yuan, increasing by 37.5%.
In terms of retail sales of goods in the wholesale and retail industries above the quota, the sectors of grain, oil and foodstuffs increased by 20.4%; the sales of clothing, footwear, hats and textiles rose by 4.5%; the figure for cosmetics decreased by 13.3%; the sales of gold, silver and jewellery went up 34.5%; daily necessities sales rose by 11.3%; the sales of sports and entertainment products increased by 22.9%; the figure for books, newspapers and magazines sectors rose by 7.7%; the sales of household appliances and audio-visual instruments increased by 10.4%; Chinese and Western pharmaceutical sales fell by 6.0%; the figure for cultural and office supplies grew by 37.7%; communication equipment sales decreased by 13.4%; the sales of petroleum and its derivatives rose by 28.2%; automobile sales grew by 5.7%; and the figure for building and decoration materials increased by 4.0%.

VII. Foreign economies
Throughout the year, the total amount of foreign trade was 305.509 billion yuan, with an increase of 22.8%, among which the export volume was 213.227 billion yuan, rising by 26.3%; and the import volume was 92.282 billion yuan, increasing by 15.3%. The margin between imports and exports (exports minus imports) was 120.945 billion yuan.




A total of 410 contracts for foreign direct investment projects have been signed throughout the year, down by 2.4%; the contracted amount of foreign direct investment was 16.547 billion yuan, up by 0.9%; and the actual use of foreign direct investment was 7.439 billion yuan, rising by 33.6%. By the end of the year, the citywide foreign-invested enterprises amounted to 8,597, including 508 Sino-foreign joint ventures, 155 Sino-foreign partnerships (legal persons), 4,601 foreign-funded enterprises, 18 foreign-invested joint stock companies and 1,183 branches of foreign-invested enterprises.


VIII. Finance, securities and insurance
By the end of the year, the citywide financial institutions have achieved a deposit balance of 780.967 billion yuan in both local and foreign currencies, with an increase of 7.9%. The balance of deposits in RMB was 721.817 billion yuan, increasing by 5.9%. The balance of domestic and foreign currency loans in the citywide financial institutions was 847.886 billion yuan, rising by 18.0%. Among them, the balance of RMB loans went up 18.5%, to 809.570 billion yuan.


By the end of 2021, there have been 17 listed companies in the citywide securities market with a total market value of 523.314 billion yuan. Throughout the year, listed companies have raised a total of 5.718 billion yuan through the domestic market. To be specific, the initial public offering of five A shares has raised 2.348 billion yuan; stock assets re-financing (including public issuance, targeted additional issuance and rights offering) was 2.87 billion yuan; through issued corporate bonds and convertible bonds of the Shanghai and Shenzhen stock exchanges, listed companies have raised 500 million yuan. By the end of 2021, the number of listed enterprises of the National Equities Exchange and Quotations (NEEQ) reached 23, and shares of directional issuance have raised 44 million yuan. At the end of 2021, there were 29 securities companies and 45 branches of securities companies, with 2,543,700 stock accounts, increasing by 10.6%; the transaction amount of issuance of shares by proxy amounted to 1057.722 billion yuan, with an increase of 12.8%. By the end of 2021, there have been 22 private equity management institutions, established in the city and filed by the Asset Management Association of China (among them, there were 11 private equity fund managers; 11 private equity and venture investment fund managers), with a capital management scale of over 5 billion yuan. There were 116 filed private equities of various types, with a total fund size of 30 billion yuan.
There were 61 insurance companies of various types (including branches) in the city, with a year-round premium revenue of 18.112 billion yuan, rising by 1.7%. Among them, life insurance premium revenue was 9.059 billion yuan, falling by 1.2%; health and accident insurance premium revenue was 3.967 billion yuan, increasing by 4.3%; property insurance premium revenue was 5.086 billion yuan, going up 5.0%. Payments of various types of insurance claims amounted to 5.263 billion yuan, with an increase of 4.6%.
IX. Education, science and technology
The number of students admitted through the city's college entrance examinations in 2021 was 36,767; 21,282 students were enrolled in local general colleges and universities; 133,542 enrolled in general high schools and 105,655 enrolled in elementary schools. The city embraced a total of 1,771 schools of all levels and types.

By the end of the year, there have been 32 state-owned research and development institutions, scientific and technological intelligence and documentation institutions at or above the county level. The city granted 25,624 patents throughout the year, with an increase of 34.4%, including 2,158 invention patents, rising by 26.5%; 457 PCT patent applications, increasing by 38.1%; and 10,482 valid invention patents, as well as 17.35 valid invention patents per 10,000 people.
The city embraced a total of 3 national product quality supervision and testing centres (including those already built and under construction), and 9 provincial authorised product quality supervision and inspection institutions. There were 5 legal metrological verification institutions, one special equipment integrated inspection institution, and one standardising technical institution, as well as 3 legal product quality supervision and inspection institutions.
By the end of 2021, 238 laboratories have been recognised by China Metrology Certification, and 5,107, 2,095 and 1,248 enterprises have been respectively recognised by quality, environmental and occupational health management systems, and 714 enterprises have been accredited with 3C product certification.
X. Culture, tourism, sanitation and sports
By the end of 2021, the city had 376 cultural relics protection units, 12 museums (memorials), 6 public libraries, 6 cultural centres, 73 cultural stations in towns (streets), 7 radio programmes and 6 television programmes. Both of the radio population coverage rate and the TV population coverage rate were 100%. The city possessed 611,900 cable TV subscribers, 293 singing and dancing entertainment venues and 420 cybercafes; and 45,377 new radio and television Internet subscribers.
By the end of the year, there were a total of 40 A-level scenic spots, including two 5A-level scenic spots and ten 4A-level scenic spots. Throughout 2021, the city has received a total of 28,110,700 domestic and foreign tourists, with an increase of 26.6%. The city received 13,665,800 accommodated visitors, increasing by 5.4%, including 13,587,500 domestic visitors, rising by 5.5%. The total tourism revenue for the year was 21.96 billion yuan, with an increase of 6.7%; and the international tourism revenue was USD 26.509 million, down by 16.6%.
By the end of 2021, there have been 2,249 medical and sanitation institutions in the city (excluding village health offices), including 154 hospitals and health centres (70 town and district health centres); 6 maternal and child health care institutions; 6 disease prevention and control centres; and 5 health supervision offices. The number of beds in the citywide medical and health institutions was 23,844, increasing by 3.0% over the previous year, among which there were 21,627 beds in hospitals and health centres. The citywide medical and health institutions have 48,861 employees on duty and 41,247 health technicians of various types, including 15,903 practicing (assistant) physicians, 18,686 registered nurses and 1,898 pharmacists (sergeants). The Centre for Disease Prevention and Control has 327 health technicians and the Health Supervision Centre has 142 health technicians. There were 1,298 village clinics.
Throughout the year, 231 medals have been won by athletes in the provincial-level or above competitions; and the stadium area per capita was 2.62 square metres.
XI. Resident income and social security
The per capita disposable income of all residents for the year was 43,351 yuan, with an increase of 9.1% (excluding the price factor, 7.5% in real terms); the Engel's coefficient for all residents was 35.6%. The per capita disposable income of urban residents was 49,243 yuan, with an increase of 8.3% (excluding the price factor, 6.7% in real terms); the Engel's coefficient of urban residents was 35.0%. The per capita disposable income of rural residents was 27,580 yuan, with an increase of 10.7%, or 9.1% in real terms, excluding price factors; the Engel's coefficient for rural residents was 38.1%.
By the end of the year, the number of people who gained the citywide coverage of urban workers' pension insurance (excluding retirees) was 1,893,200, increasing by 3.8%; 2,527,200 people were covered in basic medical insurance for urban residents, the same as the previous year; 2,246,900 urban workers were covered in basic medical insurance, rising by 22.7%; 1,573,700 people were covered in unemployment insurance, edging up 4.9%; 1,686,800 people were covered in employment injury insurance, with an increase of 5.7%.
Throughout the year, social assistance has been provided to 62,153 people, among whom 55,556 were rural residents. There were 11,298 beds in various types of adoptive social welfare units, with 2,567 adopters. There were 1,405 community service facilities in cities and towns, including 49 comprehensive community service centres. A total of 1.163 billion yuan of welfare lottery tickets were issued and sold, raising 128 million yuan as welfare lottery funds and receiving 632 million yuan in direct donations from the community.
XII. Resources, environment and production safety
The year-round electricity consumption of the whole society was 51.036 billion kilowatt-hours, with an increase of 14.0%. Among them, electricity consumption in industries was 34.436 billion kilowatt-hours, rising by 13.1%; electricity consumption by urban residents was 4.978 billion kilowatt-hours, increasing by 13.5%; electricity consumption by rural residents was 2.687 billion kilowatt-hours, with a growth of 15.8%. By the end of the year, the city has embraced 174 substations above 110 kV, including six 500 kV substations (the main transformer capacity for 110 kV and above was 43.078 million kVA).
Throughout the year, 1,633 hectares of forests have been planted, with 3,960 hectares of degraded forests rehabilitated and artificially renewed, and the city's forest coverage rate reached 61.66%. There were 6 citywide forest fires in 2021, with 24.93 hectares of forest areas affected. There was a total of 28 nature reserves in the city, with the sanctuary area of 170,900 hectares and the wetland area of 42.49 thousand hectares.
The ambient air quality in the urban area was good throughout the year, with 345 good days. The annual average concentration of inhalable particulate matter (PM2.5) was 19μg/m.
A total of 188 safety accidents related to production and management occurred throughout the year, with 136 fatalities and direct economic losses of 13.23 million yuan. Among them, there were 168 road traffic accidents with 113 fatalities, accounting for 83.1% of the fatalities in all types of production and management safety accidents; 19 fatalities in industrial, mining and commercial business accidents, accounting for 14.0% of the fatalities in all types of production and management safety accidents. There were 5,022 fire accidents throughout the year, with a direct economic loss of 21.51 million yuan.
Note: 1. All data for 2021 in this bulletin is preliminary statistics. The data for 2016-2020 in the statistical charts are annual reports, and the data for gross regional product until 2018 have been revised based on the data from the Fourth National Economic Census.
2. Regional GDP and the total value-added output have been calculated at current prices, and growth rates have been calculated at comparable prices. Based on the results of the Fourth National Economic Census, historical data on GRP, the value-added output of the three-tiered industries and related industries, as well as other relevant indicators have been revised.
3. For industrial enterprises above the scale, the statistical standard is to select industrial companies whose annual main business revenue was 20 million yuan and above. The statistical starting point for fixed asset investment projects is the total planned investment of 5 million yuan and above, and the growth rate is calculated on a comparable basis.
4. Advanced manufacturing industries include equipment manufacturing, iron and steel smelting and processing, petroleum and chemical manufacturing sectors. High-tech manufacturing industries include pharmaceutical manufacturing, aviation, spacecraft and equipment manufacturing, electronics and communications equipment manufacturing, computer and office equipment manufacturing, medical instruments and apparatus manufacturing, and information chemicals manufacturing sectors.
